One cue how popular leadership is built during times of political crises that stood out to me in the text was that there was some kind of myth built around the brothers by exaggeration of the local opinion about their feats.

Accomplishments that weren’t necessarily solely due the Mesazgi brother’s actions were publicly celebrated as their achievements and thereby strengthened their reputation within the local public. This was a fortunate development for the brothers during a time of great uncertainty within the country when locals were longing for a strong leader that was considering their needs, anxieties and worries and valuing local traditions like the Mesazgi brothers did.
